38. Netherlands
You wouldn’t expect the Netherlands to have, let alone need, a strong military. But the country has 17 million citizens, and 42,000 of them currently serve the Royal Netherlands Army. The military is small compared to others, but they have an impressive amount of fighter jets, helicopters, battle tanks, and self-propelled artillery.

The country has a large budget for the armed forces, designating $12.6 billion every year. This is quite remarkable given its size. While their military doesn’t operate aircraft carriers, there have plenty of warships and submarines.
